The Empire State East Parking Garage, located to the south east of the Empire State Plaza in Albany, NY, is a 5 level, open parking garage that encompasses a building footprint of approximately 160,000 sf. It is a concrete, steel, and masonry structure that was constructed over the course of two years beginning in 1999.

It has four separate vehicular entrances, one dedicated pedestrian entrance, and parking capacity for 2,500 vehicles at each level, including the roof.

Each floor level is comprised of pre-cast, pre-stressed concrete double T-Beams that frame into an array of precast concrete beams and columns. There is a 5” concrete overlay on the decks.

Delta was retained to address deteriorated conditions that were common at the bearing points of the double T-Beams, the stems of the double T-Beams, and the corbels that are cast monolithically with the pre-cast beams. The concrete at the bottom of the T-Beams and the corbels is cracked, delaminating, and spalling. The reinforcing shows signs of corrosion as evident by the staining on the concrete.

There are other conditions in the parking garage that were addressed as part of this project, and these include, but are not limited to:

  1. Mitigating water infiltration
  2. Deteriorating drain pipes
  3. Replacing expansion joints
  4. Identifying and repairing other areas of cracked and spalling concrete, including the roof deck
  5. Repairs to cracks in masonry façade
  6. Renovating the entrance to the office within the garage

Delta was tasked to identify areas of deterioration and understand the source of the problems/issues. We then developed construction documents to address the source of the problems/issues, to show phasing plans, schedules, and estimated construction costs for the proposed work. Delta also coordinated with the Owner to take into consideration the operational logistical needs of the parking facility.
