Project Description

This project involved a comprehensive traffic impact assessment necessitated by the proposed construction of a new CVS pharmacy location in Sayre, PA. Delta provided a full report that documented the existing traffic conditions, proposed traffic conditions, average traffic delay, queue lengths, and potential mitigation measures.
The study included an existing level of services (LOS) analysis for the weekday morning and afternoon peaks, the Saturday afternoon peak, and the anticipated LOS upon project completion. In addition, a new traffic signal with approach roadway widening was designed for the intersection.
Traffic data was collected from two intersections. Manual traffic counts were taken at fifteen-minute intervals, and seasonal factoring was incorporated into the traffic model. The traffic counts included pedestrian as well as vehicular movements; four-day, twenty-four hour tube counts were also collected as supplemental data to establish a yearly assumed average daily traffic (AADT). The report and subsequent signal design were reviewed by the Pennsylvania Department of Transportation and the Boroughs of Sayre and South Waverly.
