Project scope included the reconstruction and widening of Prospect Street to incorporate a new bicycle lane, 1000 ft. of approach roadway, new sidewalks, and three new retaining walls. The bridge was closed during construction with a traffic detour onto local city and state roadways. Maintenance of traffic during construction was challenged by the presence of the Ithaca Police Department and courthouse within the project limits, which needed to remain accessible by vehicular traffic during construction. This was a locally managed, federally funded, “pass-thru” project, which mandated strict adherence to New York State Department of Transportation design procedures and criteria.
