MedStar Health, which owns the Washington Hospital Center, the National Rehabilitation Hospital, Georgetown University Hospital and several Baltimore area hospitals, commissioned Delta to prepare a master plan for the 907 bed, 2,800,000 GSF Washington Hospital Center and its 39 acre site. The site is shared with the National Rehabilitation Hospital and is adjacent to the Children’s National Medical Center and the Veterans Affairs Medical Center which collectively comprise the most important medical complex in the Washington metropolitan area.
The property was zoned for residential use, and hospitals are permitted by right, but the Hospital had exhausted the amount of building area permitted within that zoning classification. Delta prepared the Master Plan, based on an assessment of existing facilities, interviews with over 100 departments and development of functional and space programs for each departments.
With this information, Delta projected space and functional requirements for each department, developed priorities and implementation strategies, and growth to 5,600,000 sf over the next 15 years.
The Master Plan was also the basis for a zoning map amendment application to the District of Columbia Zoning Commission. Delta assisted the Hospital Center in its application with exhibits and testimony to the Commission.
